The museum about Stuttgart with a kids area (Interactive museum) and a restaurant. Also for toddlers - they can create with big blogs and run around. This is in the basement. No entrance fee.

Stadtbibliothek / Stuttgart Library
The Stuttgart library downtown has a whole wall of English (and other languages) books, audio books, and movies. There is also an English childrens book section in an adjoining room.
There is also a cafe inside. -
Breuninger - Cafe Karls Kitchen & Hairdresser for Kids
Breuninger Stuttgart has a nice restaurant with a kids area and in the basement you can take your little ones for a hair cut.
